摘要
2003 年 5 月 21 日,参加第 56 届世界卫生大会的 192 个成员国一致通过了《烟
草控制框架公约》(以下简称公约),中国常驻联合国代表王光亚代表中国在 2003 年
11 月 10 日在联合国总部签署了《公约》,中国正式成为了该公约的第 77 个缔约国。
世界卫生组织在 2004 年 12 月 1 日在日内瓦宣布,公约将于 2005 年 2 月 28 日正式
生效,该公约正式生效后,各个缔约国必须根据《公约》的相关条款对本国的法律
法规进行修改和重新制定,以加强对烟草产品的生产、销售、广告营销和税收进行
限制,对烟草行业带来十分深远的影响。《公约》作为一个由各个缔约国以国际协定
方式签订的并全面执行的全球性的烟草控制协议,其主要目标是在全球范围内实现
烟草控制的战略。
本文研究的问题是《公约》对中国烟草行业带来的影响以及我国烟草企业的应
对策略。作为一份国际性的控烟条例《公约》不管是对发达国家还是发展中国家的
烟草行业其政策都是一致的。《公约》的签订将会影响政府对烟草行业相关的法律法
规进行修改或者重新制定。
、钻石模型对中国烟草的竞争力进行了分析,
并利用 SWOT 工具对中国烟草现状进行评估,从理论角度提出了中国烟草在《公约》
全面实施后的发展战略然后针对《公约》对烟草产品生产、营销、广告、包装的限
制条款,以及对烟草产品税收的限制条款对中国烟草企业的影响分别进行了研究,
结合国际、国内烟草行业的相关情况提出了具体的应对的建议
本文结论对中国烟草在《公约》在国内全面实施后的发展方向和战略制定提供
了参考意见。

Abstract
In this paper, the key problem is the "Framework Convention on o Control"
(FCTC) on the impact of China's o industry. FCTC as an international o
control laws, whether developed or developing countries are the o industry, o
control to be implemented, smoking ban is the same. FCTC will urge the Government to
re-enactment or modification of the o industry, relevant management laws,
regulations and policies.
Based on the FCTC, the production of o products, restrictions on o
product marketing, advertising restrictions on o product packaging restrictions,
taxes on o products, restrictions, combined with international and domestic o
industry-related case, the full implementation of China's o FCTC, after the
development is analyzed. By Michael. Porter's five forces model, the diamond model of
o to China'petitiveness is analyzed and o use status SWOT tool to
assess, from a theoretical point of view on o in the FCTC, after the full
implementation of development strategy is analyzed.
The conclusion of o in the "Framework Convention on o Control" in
the country after the full
