摘要
世界通信与信息技术的迅猛发展将引发整个电视广播产业链的变革,数字高清电视是这一变革中的关键环节,越来越多的国家都在大力发展,希望通过数字电视提升本国的通信广播技术。本文共分四个部分:第一部分主要介绍数字电视的基本原理与整个数字电视系统所需的设备;第二部分主要探讨我国数字电视进行政府规制的必要性、政府规制的现状及完善措施;第三部分主要对全国数字电视的几种运行方式及存在的问题作介绍;第四部分对我国数字电视的展望作研究。

ABSTRACT
The munication and information technology has developed rapidly will cause the television broadcast industry chain change, and the digital television is the change in the process, more and more countries in developing and hope that through the digital television promotion of munications broadcasting technology. this paper is divided into four parts :the first part mainly introduces the basic principles of digital television and the digital television systems required equipment ; the second part of the major figures in the government to the rule of necessity, the government of the status and improvement measures ;the third part of the digital television several operation mode and the problems existing in the introduction ; the fourth part of our digital television to make a study.
