摘要
“十一五”期间,我国石油化工、电力、交通等各个行业发展势态迅猛,国家一批批大型重点建设项目投资进入一个高峰期。大型项目建设管理的重要性日益突出,深受社会广大业内人士的关注。项目建设管理水平直接关系到工程建设水平,关系到项目建成投产后能否安全长周期运行、达到预期投资收益率,关系到能否有效促进投资企业实现可持续发展的战略目标。如何整合利用社会建设人力资源为我们实施高水平的大型项目建设管理所用,是摆在我们投资项目建设管理人员面前的一个关键课题。
“十一五”期间,我国先后投资、合资兴建了部分石化、电力、交通等大型建设项目,同时探索引用了国际流行的项目建设管理模式、应用了国际国内相结合的管理模式,收到了截然不同的建设效果。因此迫切需要对项目建设管理模式进行分析研究,创新出更加适合国有大型项目建设需要的管理模式。
通过本文的论述,可以使工程项目管理从业人员认识到对工程项目管理模式研究的重要性和必要性,同时结合我国项目建设的实际情况,借鉴国际先进的项目管理模式,创立更加适合我国项目建设实际的管理模式,为全面加快我国项目建设管理体制改革,将来与国际项目建设管理模式接轨都具有重要的指导意义和推进作用。
