Adopted at the 22nd executive meeting of the provincial people's government on August 18, 2004, it is hereby promulgated and shall enter into force as of October 1, 2004.

Chapter I general provisions
Article 1 for the purpose of regulating the franchising activities of municipal public utilities, and safeguard the public interest and the lawful rights and interests of the franchisee, promote the development of public utilities, according to the relevant state laws and regulations, and these measures.
Referred to in article 2 hereof municipal public utility franchise (hereinafter referred to as the franchise), refers to the citizens, legal persons or anizations authorized by the administrative special permission and, in certain period and range of public utilities management. The scope of franchising is:
(1) urban water supply, gas supply and central heating;
(2) urban sewage treatment and household waste disposal;
(3) urban public passenger transport;
(4) maintenance of municipal public facilities such as roads, Bridges, lights and landscaping;
(5) cleaning and cleaning of life refuse.
Article 3 to encourage the use of social funds and overseas capital, and to build municipal public facilities in the form of sole proprietorship, joint venture and cooperation, and engage in franchising.
