上海交通大学硕士学位论文公共突发事件的应急管理体系及其优化研究姓名:王政申请学位级别:硕士专业:公共管理指导教师:曾峻20070617公共突发事件的应急管理体系及其优化研究摘要面对水污染、交通事故,矿难等突发事件的频频出现,如何以积极、科学的策略和方式应对突发事件,能否调动科研与应用的集合力量,研究、总结出规律性的应急管理体系并以此为指导,开展突发事件应急管理的应用,直接服务于高速发展而又非常事件频发的社会急需,应急管理正不断考验着世界各国的政府,应急管理是摆在所有管理者面前的重大课题。随着我国进入高速经济发展的关键时期,人与自然、人与社会怎样和谐相处的矛盾日益突出,如何切实加强应急管理,提高预防和处置突发公共事件的能力,是构建社会主义和谐社会的重要内容,也是全面履行政府职能、提高行政能力的迫切要求。政府应急机制是政府处置紧急状态的有效组织形式,建立和完善政府应急机制的法律法规,是政府紧急处置权得以有效实施的重要保障。国家必须大力推进政府应急机制的法制化建设,确保政府处置突发性紧急状态严格依照宪法和法律的规定进行,从而更有效的维护好国家安全和广大人民的根本利益。对于政府以及各级公共行政管理部门来说,树立全新的突发性公共事件应急管理观念,建立健全科学、完善、高效的公共突发事件应急和预警机制及各项制度措施,具有重大的、直接的现实意义。本课题的研究目的是为了提升危机管理理论的实用价值,探讨危机管理理论和政府实施公共安全突发事件应急管理之间的切入点,通过拟建政府公共突发事件应急管理的管理体系,将危机预警与危机处理并举,克服通常“重补救、轻防范”的被动管理趋势,对进一步完善政府公共突发事件应急管理理论、制定切实有效地应急预案,优化城市联动系统建设提供理论依据。关键词:公共危机,突发事件,应急管理体系,优化EMERGENCY RESPONSE MANAGEMENT SYSTEM OF PUBLIC CRISES AND ITS OPTIMIZATION ABSTRACT In case of massive occurrences of thunderbolts such as bird flu, water pollution, coal mine disaster, traffic accidents, how to deal with those occurrences with positive strategies? It is a question whether the government can use scientific research abilities to summarize the right strategies and instructions for the emergency management toward thunderbolts and directly serves the needs of high speed development society with frequent accidents.
