              摘要
进入21世纪之后,互联网技术的发展愈发成熟,互联网在工作生活中的应用也更加普及,信息网络传播已成为一种重要的传播方式。NIC)在2011年7月19日发布的《第28次中国互联网络发展状况统计报告》显示截至2011年6月底,,较2010年底增加2770万人,%;2011年上半年,,%。互联网本身所具有的即时、互动、方便快捷、信息量大等特点为广大民众传播舆情提供了一个广阔而便利的平台。中国社会科学院发布2010年社会蓝皮书《2010年中国社会形势分析与预测》指出,2009年,中国互联网普及率达到26%,已经超过了世界平均水平,特别是微博客的崛起,使得网络议题更加广泛。人民网舆情监测室对近年来的许多社会热点事件进行了分析,结果表明,其中30%以上的热点舆情事件都是因互联网的传播而兴起,也就是说,互联网已经成为了新闻舆论的独立源头。与传统媒体相比,互联网具有流通网络化、产品数字化、发行快捷化等优越性,但同时,网络也是一把双刃剑,存在监管难、信息真假难辨、从业人员技术参差不齐、行业自律差等问题,给国家安全,社会安定带来了极大的负面影响。网络舆情对公共决策、民主政治、伦理道德和文化安全等方面的影响是不可忽视的。因此,只有加强监管力度,把握正确的舆情导向,才可以达到服务政府、服务社会的目的。
   本文共分为六个部分。
第一部分是绪论部分,主要是介绍有关舆情管理和互联网舆情在我国的发展背景和现状,并介绍本文研究的主要问题和方法。
第二部分介绍互联网舆情的含义、与相近概念的区别以及互联网舆情在我国的发展。
第三部分研究了互联网舆情主体的政治倾向,同时研究了应该如何提升和改造互联网舆情主体的政治素养。
第四部分主要介绍了互联网舆情的一些主要功能。
第五部分主要介绍了究竟应该如何对互联网舆情进行引导和管理。
第六部分对全文进行总结。
