农业保险发展路径研究
摘要
在经济社会发展新阶段,我国农业的基础作用日益突出,农业经济在国民经济中占重要地位。我国又是世界上自然灾害最严重的国家之一,因而转移农业生产中的巨大风险,保护广大农民的生命财产和经济成果不遭受意外损失就显得尤为重要。由于我国社会保障体制尚不完善,目前农村的自然灾害补救主要是依赖国家财政补助, 商业保险补救成分非常低, 在经济欠发达地区, 农村商业保险甚至没有涉及。但是单一的救助渠道并不能满足救灾的需要,因此,大力发展农业保险,逐步建立和完善农村社会保险制度, 对于保障农民利益、解除农民后顾之忧、促进农村经济发展和社会稳定具有深远意义。
本文从农业保险的必要性与特殊性入手,在认真了解我国农业保险的概况和现状之后,全面探讨了我国农业保险发展中存在着农民保险意识不强、农业保险收入低风险大、人才技术缺乏、组织体系不健全、立法不完善等问题,并从农民、保险公司、保险经营体制、国家、立法等方面为我国农业保险的发展提供了合理的路径选择。

Study on the development path of agricultural insurance
Abstract
In the new stage of economic and social development, the basic role of agriculture in our country is increasingly prominent, the agricultural economy played important roles in the national economy. Our country is one of the countries most seriously affected by natural disasters in the world, and thus pass the huge risk in agricultural production, protect the farmers' life ,property and economic results from accidental damage is particularly important. Because our country’s social security system is not perfect, at present the rural natural disasters remedy mainly depend on the state financial subsidies, the ponent mercial insurance is very low, and in the economic underdeveloped areas, the mercial insurance did not involved yet. But single relief channels do not meet the needs of disaster relief, therefore, developing the agricultural insurance, and gradually establish and perfect the rural social insurance system, protecting the interests of farmers, and removing farmers trouble back at home, and promoting rural economic development and social stability has far-reaching significance.
