绿色贸易壁垒对农产品出口贸易的影响及对策研究
--以江苏省为例
摘要
绿色贸易壁垒作为一种新型的非关税贸易壁垒措施在国际贸易中被发达国家作为新的贸易保护工具正在起着越来越重要的作用。作为一个发展中的贸易大国,贸易壁垒对我国日益增长的商品输出有着直接而深刻影响;正确理解WTO框架下新型贸易壁垒的含义、特征和内容,并合理利用其机制推动中国经济的健康发展,有着十分重要的理论意义和现实意义。本文在介绍绿色贸易壁垒的基础上,论述了绿色贸易壁垒的内涵、兴起原因与主要形式;分析了绿色壁垒对江苏省农产品出口企业的影响,江苏省农产品出口企业遭受绿色贸易壁垒限制的原因;探讨了建立环保企业,将环境保护与贸易有机的结合,建立绿色贸易壁垒预警和快速反应机制,实施标准化战略,积极开展国际认证工作,改革环保管理体制,促使环境成本内部化等,江苏省农产品出口贸易应对绿色贸易壁垒的的对策。

Abstract
Green trade barriers as a new type of non-tariff trade barriers by developed countries in international trade as the new trade protection tools are playing an increasingly important role. As a development of the largest trading nation, trade barriers have a direct and profound impact on China's growing export modities; correct understanding of the meaning of new trade barriers under the WTO framework, features and content, and rational use of mechanisms to promote the healthy development of China's economic has a very important theoretical and practical significance. On green trade barriers on the basis of, this article discusses the meaning of green trade barriers, the reasons for the rise and the main form; green barriers on agricultural products export enterprises in Jiangsu Province, Jiangsu Province exports of agricultural products subject to the reasons for the limitations of green trade barriers; explore the establishment of green enterprises, environmental protection and trade bination of green trade barrier warning and rapid response mechanisms, the implementation of the standardization strategy, and actively carry out international certification, the reform of the environmental management system, to promote the internalization of environmental costs, Jiangsu Province of agricultural products export trade to respond to green trade barriers countermeasures.
