中国非营利组织的人力资源管理研究
【论文摘要】:近年来,随着我国政治、经济体制改革的不断深入,非营利组织在中国得到了非常迅速的发展,组织数量和志愿人员人数与日俱增,活动领域也日趋广泛,日渐成为可持续发展和社会福利领域的一支重要社会力量。但是,就目前情况而言,中国非营利组织对志愿人员的管理却不尽人意,例如:普遍缺乏现代人力资源管理理念;未能建构起一套科学有效的人力资源管理机制;忽视非营利组织人力资源管理的特殊性,如:志愿人员动机的多样性、志愿组织结构的松散性、人才要求的多元化以及绩效评估的复杂性等特征,导致组织成员缺乏使命认同与持久激励。非营利组织在人员招募、组织设计、培训、激励以及绩效评估等诸多环节面临难题,深刻影响着非营利组织人力资源效能的发挥,职能的实现,乃至危及其社会公益形象和发展的可持续性。因此,如何充分、永续地开发和运用志愿者人力资源,就成为当前各类非营利组织需要研究的重要课题。本文在研究非营利组织人力资源管理的特点,当前中国非营利组织人力资源管理的现状和面临的问题的基础上,对如何改进中国非营利组织人力资源管理提出若干建议,以供参考。

Abstract
In recent years, as China's political and economic system reform, the non-anizations in China got a very rapid development, the numbers of anizations and volunteers are both on increasing, and the fields of the activities are also ing wider and , the NPO has e an important social force in the fields of sustainable development and social welfare. However, the current situation of the human resource management of China’s non-anizations is unsatisfactory, for example: the lack of the concept of the modern human resources management; fail to construct a set of scientific and effective human resource management mechanism;ignore the particularity of the NPO’s human resource management, such as: the diversity of the motivation of the volunteers, a anization structure, the diversification of the talent requirements and plexness of the performance evaluation .Therefore, the group members are always lack of the mission with persistent incentive. Non
-anizations always fell in difficulties in the procedures of recruitment, training, motivation, organizational design and performance evaluation, which profoundly affects the efficiency of the NPO’s human resource, and even threatens their public images and the sustainable development.
