绿色贸易壁垒对我国经济的效应分析
摘要
绿色贸易壁垒是当今国际贸易保护主义的新动向,是非关税壁垒的重要组成部分,它对国际贸易的发展产生了很大程度的影响。本文系统地阐述了绿色贸易壁垒的发展现状详细论述了绿色贸易壁垒的经济效应,分析了它对中国对外贸易的影响,在此基础上,从政俯和企业两个层面上提出了应对绿色贸易壁垒的对策建议。绿色贸易壁垒有积极的一面,也有消极的一面,我们不能以偏概全,只看到消极的一面。我们要正视它是发达国家限制发展中国家出口产品进入该国的有利武器,也要看到绿色贸易壁垒对全球环境的改善起到的作用。地球是人类的家园,我们不能一味地追求经济效益而放弃社会效益,破坏生存环境来毁坏我们的家园,世界各国通过制定绿色贸易壁垒来限制对环境的破坏,有一定的积极意义。但有些国家通过制定严格苛刻的绿色贸易壁垒,来保护本国的工业,维持本国企业的市场占有率,排斥外国产品的进入,达到贸易保护的目的。面对这些,中国应从中国国情出发,认识绿色贸易壁垒,政府和企业应从宏观和微观两个环节上采取措施,一方面应对国外对中国出口产品的绿色贸易壁垒;另一方面,学习国外的经验,在本国国情的基础上,构建自己的绿色贸易壁垒体系,保护本国工业,把“洋垃圾”限制在国门之外,全面参与国际竞争。
