摘要
政府采购是近几十年才在国内兴起的,对我国来说还是新兴事物。随着我国政府采购规模的迅速扩大和效能的日渐显现,政府采购在发挥节省政府财政支出和拉动经济增长功能的同时,也出现了一些管理和监督方面的问题,比如政府采购监督和管理机构的设置不合理,监督执行虚化的问题。正是因为监督的缺位和虚化造成了浪费和***的存在,建立一套完善且行之有效的监督体系是地方政府采购的重要保障。本文以我国政府采购的一般监督体系为基础,参阅了相当的文献资料,较为全面地分析了当前宁夏地方政府采购监督体系的现状,在借鉴国内外相关研究成果与实践经验的基础上,提出科学有效,有创新性的宁夏地方政府采购监督体系的重构思考,即构建一个以“采管分离”为特色的政府采购监督体系。这将为宁夏地方政府更好地进行政府采购管理工作提供可能的借鉴。从而改变财政部门在宁夏地方政府采购中既当运动员又当裁判员,“采管合一”的现状。以期为宁夏地方政府完善政府采购监督体系提供有价值的参考,避免资源浪费和***滋生。

ABSTRACT
