摘要

随着国家经济建设的发展、城市化进程的加快,我国政府投资项目的投资逐
年加大。尽管如此,政府工程在量上的增加并没有带来工程管理效率的提高,超
投资仍然是政府工程无法完全摆脱的一个现象。政府工程项目管理模式的创新和
选择是提高工程管理效率和降低工程成本的重要途径。本文就政府投资项目管理
模式的组织方式和发包方式等问题进行了专门探讨。研究内容主要包括一下几个
方面:
1. 通过大量文献的检索,对政府投资建设项目、政府投资项目、非政府投资
项目等概念进行了界定,归纳政府投资项目的不同分类,以明确本文的研究对象。
对传统管理模式进行剖析,并分析其存在的问题。
2. 介绍国内外政府投资项目的不同管理模式,分析其适用的条件和范围,并
介绍其招投标、对承包商管理等方面的特点;对其它国家及地区的政府投资项目
管理模式进行比较分析,提出通过借鉴发达国家及地区的成功经验,促进我国现
行管理模式创新,实现管理模式多样化的思路。
,本文通过对中介市场发展不平衡性的统计分
析,指出实行专业化管理模式是必要的。本文进一步就不同中介市场发育程度的
建设管理组织方式和发包方式进行了研究。针对经营性项目,本文指出应引进市
场竞争机制,对政府建设企业进行改组、改造,大力培育专业化项目管理公司,
以提高政府投资项目的管理效率。
4. 本文以重庆市沙坪坝区公共工程局专业化集中管理模式的实践为例,运用
本文研究的相关结论,对政府工程管理专门机构的科室设置和职能分工进行了分
析归纳,并以城市临街建筑专项整治工程为例分析了该专门机构的运作机制。

ABSTRACT

With the rapid development of the national economy, the acceleration of the
urbanization, China is witnessing the increasing construction projects with the
investment from the government. However, the increased project number is not
panied by the enhanced project management efficiency. Over-investment is still a
commonplace in the field of the government-invested construction projects. The
innovation and the right choice of the management model of the government-invested
construction projects are the crucial factors to determine the project management
efficiency and the project construction costs. This thesis sets out to investigate the
organizational structure of the management model of the government-invested
construction projects and the contract pattern. The research contents are listed as
follows:
