采用定性研究与定量研究相结合,比较分析与调查研究相结合的方法。本文从
我国国有煤炭企业人才的现状论述入手,着重分析了企业内部人才总体密度偏
低、结构不合理,人才引进困难,人才流失严重的现象,并分析了造成短缺现
象的各方面的原因。本文在最后部分对国有煤炭企业应对人才危机的对策进行
了较为详细的研究,提出了一些针对性的策略和方法。指出国有煤炭企业首先
要加强内部的人力资源管理,创造一个留人、引人的机制。其次,可以通过加
大教育培训力度以及开展与高校联合办学多渠道引进、培养人才。最后指出政
府在解决国有煤炭企业人才短缺问题上应该发挥积极作用。
本文注重理论与实证相结合的分析方法,具有一定的可操作性。相信在本
文完成之后,能对煤炭企业的发展,特别是人才资源方面的开发与培养起到较
好的参考作用。

Abstract
Coal energy dominant position in the country,the coal industry is directly
related to our energy security. 50 years since the establishment of the State,China's
state-owned coal enterprises have achieved tremendous development,State-owned
coal enterprises not only now but also in the future quite a long time will remain an
ponent of China's national economy and play an important role
because of its widespread attention. But over the years, for various reasons, the
majority of our state-owned coal enterprises are facing talent shortage and faults
embarrassing situation.
In the 21st century, competition among enterprises is actually petition,
talent has e the most valuable resource for petition and the
development of enterprises. To gain a foothold in the increasingly fierce market
competition, coal enterprises must be people-oriented, and make great efforts for the
development and management talent. However coal enterprises talents status
worrying, the personnel structure is irrational, not only serious shortage of
professional and technical personnel, and serious loss. This situation has greatly
restricted the coal mine enterprises, especially the survival and development.
Now, China has joined the WTO, the state-owned coal enterprises are facing
severe challenges, and will participate in fight for talent with the large coal
enterprises of other countries and other large enterprises more; Coal is China's main
energy,but now the mining method and use is a great waste of resources and serious
