危机管理理论在应对网络舆情热点中的应用研究
摘要

网络舆情热点,是公众强烈关注现实中的热点问题在互联网上的集中反映,
是指公众在互联网上强势地、集中地关注某一特定的高度敏感性的事件,迅速
聚集形成具有较强影响力、倾向性的意见、情绪和态度。由于网络舆情的非理
性等特征,网络在发挥了舆论监督作用的同时,也可以在很短时间内损害公共
部门的信誉,妨碍公共事务的正常处理,破坏公共部门和公众之间的互信与关
系。如何应对网络舆情热点,已经成为公共部门的现实课题。
本文首先概要分析当前公共部门所处的网络舆论环境,然后简述危机、公
共危机概念特征和网络舆情热点的概念特征,分析涉及公共部门网络舆情热点
的发展趋势和类型特征,分析危机管理理论用于处置网络舆情热点的可行性和
合理性。最后提出危机管理 4R 模式应用于网络舆情热点的基本分析框架,分
阶段地进行理论研究和操作性分析。缩减(Reduction)研究阐述了基于改善管理
水平的“3W1H”根除诱因分析,基于政务公开、降低敏感性的“三前置”化
解诱因分析和基于公共部门价值取向的“良恶切割”阻断诱因分析;预备
(Readiness)研究提出建立以 4P 应对系统,简要分析预警的组织体系、技术手
段和主要衡量指标;反应(Response)研究阐述公共部门反应失措原因和改善
反应水平的途径分析;重建(Recovery)研究阐述了宏观管理模式、应对心态、
应对方法、防范机制的重建,以及基于平衡记分卡模式的应对能力评估的重建;
从而全面论述危机管理理论应用于公共部门网络舆情热点的应对之策。

Abstract

Online Public Opinion hot spots, as the reality of strong public concern about
the hot issues in the concentrated reflection of the , is a strong public on the
, the focused attention of the high sensitivity of a particular event, quickly
gathered a strong influence on the formation of tendentious opinions, emotions and
attitudes. Due to work characteristics such as non-rational public opinion,
public opinion played a role in work at the same time, while in a very short
period of time can damage the credibility of the public sector, impeding the normal
processing of public affairs and undermine the trust and relationship between the
public sector and the public. How to deal with online public opinion hotspot has
e a practical issue with the public sector.
First the paper analyzes the public sector's work environment of
public opinion, then describes briefly the crisis, the concept of public crisis and
network characteristics of public opinion, the concept of hot spots, and analyzes
public opinion concerning the public works and type of hot trends,
