摘要
完善我国农村基层民主机制是加强基层民主建设的一个重要环节,对于坚定不移地
发展社会主义民主政治这一党的“十七大”确立的宏伟目标的实现,发挥着基础性的作
用。完善农村基层民主建设是时代的产物,是我国社会主义政治体制改革的一项重要内
容,是构建和谐社会的重要保障。
村民自治是农村基层民主机制建设的重要内容,改革开放以来村民主体意识的觉醒
以及利益主体的多元化,是其社会现实基础。其理论基础则在于治理、善治和公民参与
理论。
经过几十年的建设和发展,我国的农村基层民主机制建设已取得了巨大的成绩,相
关的法律政策日趋完善、村民参与意识提高,农民政治地位上升,村干部的综合素质也
有了较大的飞跃,但是,毕竟我国真正开展农村基层民主建设的历史还较短,其中仍然
存在着诸多的问题,突出地表现在农村的基层民主选举机制、民主监督机制、农民的权
利保障机制还有许多方面亟待完善,农村法制化建设尚存较大阻力,这些都在较大程度
上影响了农村基层民主机制的完善,阻碍了村民自治积极作用的发挥,影响了社会的良
性运行和协调发展,延缓了和谐社会建设的步伐。
上述问题的存在,根源于我国当前社会生活中存在的不和谐因素,是由文化、经济、
政治和环境等多方面的因素综合作用的结果,因此,农村基层民主机制的完善,必须统
筹兼顾、综合考虑,多管齐下,从现阶段的情况看,必须做好加强农村基层党组织的建
设,加强和完善农村基层民主的相关制度建设,提高农民的民主和参与意识,健全农民
的权利保障机制等多方面的工作。

ABSTRACT
Improving the rural grass-roots democratic mechanism is an important part of strengthen
the grassroots democracy. It plays a fundamental role for the development of socialist
democratic politics firmly that the party's 17 set ambitious goals. Improving the rural
democracy is a product of the times, is one of China's socialist political system important part
and an important safeguard of building a harmonious society.
