摘要
本论文采用投入产出分析方法,以投入产出表为数据基础,利用价值模型对电信运营业
和电信设备制造业之间的直接消耗系数和完全消耗系数、直接分配系数和完全分配系数、影
响力系数和感应度系数等衡量产业关联程度的指标进行测算。结果表明,电信运营业作为国
民经济基础性产业,目前对电信设备制造产业的发展主要起到了推动作用,对其的拉动作用
在不断增强;电信设备制造业的影响力系数和感应力系数都比较大,可以成为国民经济的关
键部门,它与电信运营业形成较强的前向关联关系,对电信运营业发展的推动和拉动作用都
较强。
这两个产业的关联程度呈逐年上升趋势,随着新一代业务的发展,每一项新业务的诞生
都需要产业链各个环节的全力支持,着眼于自身在设备方面的核心优势,同时为了更好地配
合服务日趋精细化的特点,电信设备制造商也开始更多地关注市场,注重同运营商之间的互
动,两者的关系逐渐从买卖双方发展成为了一种共生共荣的战略伙伴关系。
同时,通过对价格变动和生产计划的模拟,分析了在价格和生产规模等条件发生变化时
产生的影响,最后针对计算结果和仿真效果提出电信产业链上这两个产业协调发展的策略和
建议,认为电信运营商要坚持“开放、合作、共赢”的经营理念,在主导电信产业链的基础
上积极和电信设备制造商建立广泛的合作联盟关系,如研发联盟、价格联盟、委托信贷等,
以有效整合优势资源,在优势互补的基础上实现共赢。

Abstract
This paper focuses on the relationship between operations industry and
equipment manufacturing industry by using input-output analysis method. From the aspect of
influence and sensitivity coefficient, operations industry, as basic production of national
economy, plays strong pulling effect on the equipment manufacturing industry, and the
promotion effect is more and more remarkable. equipment manufacturing industry is
identified the key sectors in industrial economics, with the strong tensile and impulse action of
operations industry.
These two industries association degree increasing year by year, as a new generation of
business development, each the birth of a new business require the parties full support of industrial
chain, focusing on their core advantage in the equipment aspect, at the same time in order to better
with increasingly intensification of service features, equipment manufacturing
manufacturers also began to focus more on market, pay attention to the interaction between with
operators, the relationship between the two gradually from both parties that became a co-existence
and co-prosperity strategic partnership.
