宏观调控政策对我国住房价格调整的影响研究

摘要
近几年来,随着人民群众生活水平的提高、城市化的推进以及旧城改造力度的加
快,我国房地产业进入了快速发展时期,并成为拉动内需的重要产业之一。随着房地产
的蓬勃发展,房价也一路飙升。面对这种房价居高不下、不能满足人们住房需求的现象,
引发了对房地产泡沫的各种争论。当前政府出台了一系列的宏观调控政策来稳定房价,
并取得一定成效。如何更好的运用宏观调控手段来稳定房价有重要的研究意义。
本文以房地产宏观调控政策与住房价格的关系为研究对象,从经济学理论和我国
房地产市场的发展论证了房地产宏观调控对住房价格有着重要的影响。
首先说明房地产业是国民经济的重要组成部分,对房地产价格的研究尤为重要。
然后汲取国内外专家学者在宏观调控与房地产价格等方面的成果,从马克思价值价格理
论和西方学者的价格理论入手,论述房地产价格的构成、特点和形成机制,再对我国房
地产市场发展及与宏观经济调控关系进行了理论分析。通过阐述我国现阶段房地产价格
运行的状况,指出房地产价格在宏观经济中起到重要的作用。
在具体论述了房地产宏观调控政策手段及内容后,再通过对金融、财政、土地三
大政策手段对房地产价格影响的实证分析,并借鉴国外经验对今后我国的宏观调控政策
提出一些建议。一是建立预警机制,促进宏观政策的落实。二是实行适度的房地产金融
政策。三是改革房地产税制结构。四是进一步加强土地管理。五是发挥政府的特殊作用。

Abstract
In recent years, with the development of the people's living standard, promotion of the
urbanization and the expedite alteration of old city , our country’s real estate has developed
quickly, and it e one of the most important industries of spurring the domestic demand.
Because of the flourish of the real estate, the house prices rises violently. The house price
remains high, then it can't satisfy people’s demands of the houses, this phenomenon has
provoked the various debates of foam of the real estate industry. At present the government
has put force a series of macro-regulatory policies, resulting in significant to control to houses
prices, resulting in significant achievements. How to use macro-regulatory policies has
important research significance.
This text studies the relationship between the macroeconomic control and housing price,
and demonstrates the macroeconomic control affect the housing price from the economics
theory and development of the real estate market of our country.
