摘要

改革开放三十年来,我国中小企业迅速发展,在国民经济和社会发展中的
作用和地位日益突出,在增加税收、技术创新、吸纳就业、体制转轨、扩大出
口等方面发挥着越来越大的作用。中小企业的发展问题,成为人们关注的焦点。
然而,作为制约其发展关键因素的融资问题却严重阻碍了中小企业的进一步发
展。年受全球金融危机的影响,中小企业的融资难问题更加突出。作为能
源大省的山西,中小企业融资难已成为制约其发展的首要问题。据山西省中小
企业局的一份调查数据显示, 年我省中小企业的资金缺口进一步加大,资
金缺口达。因此,解决山西省中小企业融资问题对于中小企业的发展和山西
省的经济发展乃至全国的经济发展与社会稳定都具有十分重要的意义。
本文将山西省的中小企业作为研究对象,希望借鉴国内外对中小企业融资
问题的解决对策,寻找到符合山西省地方经济特色,切实能够解决山西省中小
企业融资问题的行之有效的方法。
本文从以下几个方面进行了论述:
首先,解释了企业融资的相关概念,并归纳总结了相关的企业融资理论;
其次,通过文献综述和统计数据并结合山西省中小企业的实际特点,研究归纳
了山西省中小企业的融资现状;再次,运用内外因分析理论、信用机制理论和
信息不对称理论分别从企业自身、金融环境、政府政策等三个角度系统地剖析
了山西省中小企业融资难问题的成因;最后,在借鉴浙江省先进经验的基础上,
针对山西省中小企业融资难的问题提出了相应的对策和建议。

Abstract
Small and medium enterprises (SMEs) have developed rapidly with the policy of reforming
and opening for 30 years. The roles of SMEs in China’s economy and social development is
ing more prominent, and play an increasingly important role in the increase of taxes,
technological innovation, creating jobs, institutional transformation, expansion of exports and so on.
More and more people focus on the development of SMEs. Financing as a key factor, however, has
constrained the development of SMEs more rapidly. The problem of SMEs financing have e
more prominent in 2008 by the global financial crisis. As a source of energy in China, SMEs
financing have a primary problem that constraint of the development of SMEs in Shanxi province.
According to a survey from the SMEs Bureau of Shanxi Province, the gap of the financing of SMEs
in the province in 2008 has increase the funding, a funding gap of up to 75%. Thus, the solution to
the problem of SMEs financing in Shanxi Province are of great significance for the development of
SMEs and the economic development of Shanxi Province and the country's economic development
and social stability.
