摘要
行政价值是与行政管理活动相伴而生,是行政管理的灵魂和旨归。行政价值
具有历史性,会随着社会的发展而发生一定的变化,尤其在当前我国处于社会转
型期,行政价值变化的波动性更大。当前市场与计划并存的经济现实、新旧体制
交替产生的体制空隙,法律体系的滞后和不成熟、以及传统文化积弊,行政人员
自身素质不高等现实因素都会对行政价值产生巨大的影响,从而在行政管理领域
中出现行政价值失范现象。
行政价值失范是行政价值主体地位的丧失,公共行政主导价值的旁落,行政
负价值对正价值的侵犯,造成了行政权力异化的现象。其具体表现为行政价值理
念低俗化倾向,行政价值选择功利化倾向,行政价值取向利己化倾向。这种现象
虽然是少数行政人员和领导干部的个人行为,但模糊了行政人员判断是非的标
准,降低了行政组织凝聚力,影响了行政效率提高,抹黑了党在人民群众中的形
象,降低了国家和政府对人民群众的凝聚力,给国家的现代化事业造成了巨大的
损失。因此在当前我国行政改革需进一步深入,市场经济的各项制度还需进一步
健全的情况下,我们有必要研究当前我国转型期行政价值失范的问题,找出引起
行政价值失范的根源,并结合我国实际情况探寻出解决当代我国行政价值失范问
题的方法和路径。
本文结合政治学、管理学、心理学、经济学等多种学科知识首先对当前我国
行政人员行政价值失范问题进行了深入的分析。作者首先阐述了行政价值失范的
内涵,揭示了行政价值失范的本质,具体表现和所造成的危害;然后从政治体制
的不完善,经济体制的不健全,传统行政文化积弊,部分行政人员自身素质不高
四个方面探析了造成行政人员行政价值失范的根源;最后在行政价值失范根源的
基础上提出了具体的解决对策:即加强政治体制建设,深化经济体制改革,推进
行政文化创新,提高公共行政人员的自我修养。

Abstract
The administrative value activities is the soul of administration. it can have a
certain change along with the development of the society. Currently our country is in
the transformation period, the reason that the reality of coexisting market and the
plan ,the systemic flaw of the new replacing the old, the lag and inmatrure of the legal
system, as well as the culture, administrative person themselves makes the
incorrectness of the public administration faith in the domain of public administration

administrative personnel and leading cadre, it has seriously discredited the party’s
