摘要

航天神剑研究所正处于快速发展的机遇时期,原有落后的人事管理
的思维方式和管理模式正逐渐被打破,日趋激烈的竞争使神剑研究所对
人力资源管理提出了严峻的挑战和更高的要求。笔者运用所学的理论知
识,对神剑研究所人力资源管理存在的突出问题进行了分析,从战略角
度深入系统地思考解决方案,构建了适合神剑研究所人力资源管理模式
的管理对策。
本文首先从神剑研究所基本经营状况、人力资源管理现状入手,分
析提炼出其人力资源管理的主要问题和原因;然后对其外部、内部战略
环境进行了分析;最后,构建了解决实际问题的人力资源战略框架图,
并以改变人力资源规划为基础,在战略选择框架的指导下,从选聘管
理、岗位管理、考核机制、薪酬设计、培训管理、职业生涯发展规划六
方面,制定了具体的人力资源管理模式。
本文结合相关人力资源管理理论,全面系统地研究了神剑研究所人
力资源管理的环境,运用 EFE 和 IFE 矩阵分析法对影响其人力资源管理
的主要因素进行评析。同时,本文坚持从实证研究角度出发,本着科学
性、客观性、实用性原则,运用了定性分析和定量分析方法深入挖掘神
剑研究所人力资源管理存在的突出问题,揭示出影响人力资源管理的原
因,提出了一系列具有可操作性的人力资源管理模式和创新思路。
以上的研究分析既有对战略管理和人力资源管理理论的探讨,又有
对神剑研究所管理实际的分析,对于神剑研究所人力资源管理工作具有
较大的管理创新价值和指导意义。

ABSTRACT


Shenjian Spaceflight Institute (SSI) has now stepped into a opportunity
period of rapid development. Some original outdated habits of thinking and
modes of HRM are gradually being broken. Meanwhile, the increasingly
petition is also raising the sharp challenges and demands for
effective management in human resource. Outstanding problems in HRM of
SSI are analyzed, and based on systematical investigation from the strategic
angle, a series of measures are hence proposed.
Firstly, This thesis analyses the basic operations and status quo of the SSI,
refines the main problems and reasons of its HRM; secondly, the writer
analyses its external and internal environment factors from IFE and EFE;
Finally, the writer constructs the HRM strategic framework of solving the
main problems, and mencing changing HRM need planning, and
from the six respects of the recruitment management, the pose management,
the assessment mechanism, the pay design, the training management, the
career development planning, the writer builds the HRM mode.
