摘要科技创新与政府行为创新若干问题研究作者简介:高继国,男,1981年4月出生,2004年9月师从于成都理工大学李荃辉教授,于2007年6月获硕士学位。摘要当今,世界新科技革命方兴未艾,综合国力竞争的焦点是科技,科技的本质在于创新。创新支撑发展,科技引领未来。2006年初,我国召开了新世纪第一次科学技术大会,制订并实施了国家中长期科学和技术发展规划纲要, 提出了建设创新型国家的目标。本文以此为背景,通过对创新、科技创新和政府行为等相关概念的界定,分析了新时期科技创新与政府行为的关系,明确了政府行为在科技创新中的定位和所面临的新要求,并对政府行为创新的对策进行了探讨。政府是科技创新系统中的重要部分,政府行为在科技创新的整个过程中发挥着不可替代的作用,合理的政府行为会促进科技创新,不当的政府行为又可能会限制科技创新的进行。新时期,我国的政府不是科技创新的主体, 而是扮演着科技创新的组织引导者和协调服务者的角色。针对科技创新对政府行为提出的新要求,政府需要进行指导行为、组织行为、协调行为、服务行为和控制行为的创新,需要坚持以人为本与人的全面发展观、可持续发展观、走中国特色自主创新道路的观念为指导,制定科学的科技战略、科技计划和科技人才政策;对科技创新主体和过程进行组织,使企业成为创新主体, 加大政府R&D投入,并合理使用经费,深化科技体制改革;促进科技创新主体的协调和产学研的协调;建设科技中介服务体系,优化文化环境和法制环境;对科技创新人员行为、科技创新过程和科技成果进行控制。关键词:创新科技创新政府行为要求对策成都理_T大学硕士学位论文 Research on Issues ofScience&Technology Innovation and Governmental Behavior Innovation ABSTRACT Atpresent,with theascendance ofglobal Science&Technology Innovation, the key concern ofeach country’prehensive strength falls on Science& Technology,because its nature lies on isthe pillar of development,and Science&Technology leads the orientation of future,In the beginning of 2006,the first new-century academic seminar of Science& Technology was held in China SO as to stipulate the national medium and long-term Science&Technology development guidelines and targets of building—up innovative that asbackground,trough demarcation of relevant concepts of innovation,Science&Technology innovation嬲well邪 governmental behavior,the thesis analyzed the relation between Science& Technology innovation and governmental behavior under modem times circumstances,distinguished new demands which govemmental behavior is confronting in course ofitsfixation inScience&Technology innovation,and madeanin-depth research on theapproaches ofScience&Technology Innovation and Govemmental Behavior Innovation.
