摘要
目前,我国电力信息化建设发展迅速,各种电力自动化技术应用已十分广泛,
但也存在着各种问题和不足。为减少新的应用系统的开发成本和时间,保护现有正
常运行系统的投资,提供各自动化系统之间的数据通信,遵循国际电工组织提出的
IEC61970 标准,对实现“即插即用”功能十分重要。
IEC61970 标准吸收了软件行业流行的最新技术,它是电力自动化系统的一项重
要标准,有着广泛的应用前景。积极跟进 IEC61970 标准开发进程,理解并吸收最
新成果,对转化到实际应用非常重要。公共信息模型基于一种面向对象的抽象模型,
统一了电力信息模型的描述,也使实现上述目标成为可能。
本文首先重点阐述了公共信息模型部分,对其进行理解分析,并生成实例,接
着介绍了 XML 语言在电力系统数据交换当中的应用,以及 XML 技术在 CIM 当中
的应用。同时,探讨了 CIM 的载体 RDF 语言,以及 CIM 与 RDF Schema 之间的映
射方法,详细分析了 CIM XML 文档的生成技术,并结合实例实现了整个流程。在
此基础上,结合项目实际,提出了一种 CIM XML 的转化方法,实现了文本文件到
CIM XML 文件间的生成转化,并设计了一个基于 CIM XML 的一体化系统,结合
XML 文档与数据库之间的映射技术,实现了基于 CIM XML 的电力系统模型文件与
数据库的导入导出。对导入过程进行潮流计算验证,结果误差控制在要求的范围内,
满足系统需求。
最后,提出了设计当中的不足之处以及下一步的改进工作,同时对 IEC61970
标准在电力系统中的应用进行展望。

Abstract
With the new development of power system, power automation technology e
more popular, but it also has some problems. To reduce the cost of new system, protect the
investment, supply the munication between the power system, and apply the
interoperability, IEC puts forward IEC61970 specification series.
Based on the new software technology, the IEC61970 is very important for the power
system and has a large prospect. To apply the IEC61970 in the power system, studying of
the new result is very important. The CIM is an abstract model that represents all the
major objects in an electric utility enterprise.
This paper focuses on mon Information Model, analyses the structure of the
CIM and makes a example. Then, it introduces the application of CIM in the power
system data exchange, discusses the Resource Description Framework(RDF),and the
mapping methods between the CIM and RDF, creates a text of CIM\XML. As a part of the
project, this paper presents a new method of the exchange of CIM\XML, developes a
CIM\XML based software platform, and apply the input\output of the CIM\XML in the
