中文摘要摘要:电力市场建设既是电力体制改革的重点,也是电力体制改革的难点。近几年来,国家先后在东北、华东、南方等多个区域进行试点工作,为加快推进电力市场建设工作积累了丰富的经验。发电侧电力市场是电力市场建设的重要部分,特别是在目前国内销售电价受政府管制、不能完全反映市场供求关系的情况下,建设一个科学完善的发电侧电力市场,有利于发电企业和输电企业降低成本、提高效率、提高服务,最终实现电力资源的优化配置。本文结合当前国内外发电侧电力市场建设情况、现状和国家宏观产业政策,通过查阅文献、分析资料、现场了解、对比分析等多种形式,对国内发电侧电力市场建设工作做了分析和总结。并在此基础上应用经济学、管理学的基本原理,从理论和实践两个方面对国内发电侧电力市场建设模式进行了研究和设计。提出了“期货市场为主,现货市场为辅"的三级电力市场体系概念,建设发电侧电力市场的总体目标、原则,三级电力市场的功能定位、竞价模式、市场衔接,并对如何开展和组织合约市场、日前市场、实时市场进行了研究和设计。此外,还研究了辅助服务如何补偿的问题。本文深入研究了发电侧电力市场建设的若干重大问题,并相应地提出了一些政策性建议,希望对我国继续深化电力体制改革提供重要的参考价值。关键词:电力市场,交易模式,交易品种,辅助服务 ABSTRACT ABSTRACT:The power market construction istheimportant plex part of power system recent years,some steps hasbeen taken inseveral areas in China,which provides US some experiences inpower market market inplant side is ailimportant part ofthepower incurrent domestic situation,power sale price iscontrolledby the government,cannot fully reflectmarketsupply-demand constructpower market inplant sidewill benefit our enterprise toreduce thecost,increaseefficiency,improve service,and eventuallyoptimize thepower resource.
