劳动力短缺背景下义乌企业人力资源管理策略研究摘要自2009年受到国际金融局势的影响,中国大量企业出现生存困难,不是停业就是减产。被辞退的民工只能选择回乡。近几年随着经济的好转,在中国又出现了“用工荒”这一现象。不仅熟练的技术工紧缺,就是一般的普工也难满足。义乌以小商品产销为支柱产业,像浪莎一类的劳动密集型企业十分普遍,外来劳动力成为义乌劳动大军的主力。据统计,义乌企业一般超过85%的员工都是外来务工者,“用工荒”对义乌经济的可持续发展构成严峻的挑战。本文旨在探索劳动力短缺背景下, 劳动密集型企业人力资源管理策略创新,以期总结义乌企业的管理经验,为全省乃至全国企业提供一定的借鉴。本文首先分析了劳动力短缺的现象及趋势,分析其对义乌企业构成的严峻挑战;其次,从宏观和微观角度探究了劳动力短缺的原因;最后从提高工资福利待遇,改善工作环境,强化企业文化建设,关注员工的职业生涯发展,切实保护员工权益,革新招聘理念,拓宽招聘渠道,创新用工模式,加快实施转型升级等方面提出了破解“用工荒"的对策建议。关键词:劳工短缺;义乌企业;人力资源管理;策略 RESEARCH 0N HUMAN RESOURCES MANAGEMENT STRATEGY OF Y工wU ENTERPR工SES AGAINST THE BACKGROUND 0F LABOR SHORTAGE ABSTRACT Due to the impact of the global ofsmall and medium-sized businesses financial criSiS in2009,a large number closed or reduced their many migrant workers had no choice but to return the improvement ofthe global economy in recent two years,the phnomenon of“labor shortage” appeared only skilledworkers are inshortage,general worker are alSO modities manufacturing and marketing iSthe mainstay industry for Yiwu enterprises,which need a grear many ofmigrant to statistics,over 85%employees inYiwu enterprises are from other places. Labor shortage iS a stern challenge for the sustainable development ofYiwu present study explored the innovations on human resources management strategies in Yiwu labor—。intensive enterprises against the background of labor shortage,with the hope to sum up the valable experiences,offering references for other ,it analyzed the phenomenon and trend of labor shortage and i ts influence on Yiwu enterpri the paper investigated the reasons for labor shortage from both macroscopiC and micro last,it proposed some suggestions to tackle labor shortage such as leveling up the salary,improving working environment,constructing corporate culture,upgrading the industry,etc..
