Study on theNewType of Rural Social Endowment Insurance Risk Aversion of the Henan Province A Dissertation Submitted to the Graduate School of Henan University in Partial Fulfillment of the Requirements for the Degree of Master of Management By Sun Suna Supervisor: Prof. Liu Yingxia Date:May,2013 II 摘要农村社会养老保险制度是农村社会保障制度中最基本、最核心的一项保障制度,也是社会养老保障体系重要的组成部分。新型农村社会养老保险制度的建立,对于深化农村改革,保障农民利益,解除农民后顾之忧,促进中原经济区建设与社会稳定都具有重要的理论意义和现实意义。为了切实做好农民的社会养老保障工作,2009年11月28 日,根据国务院发布的《国务院关于开展新型农村社会养老保险试点的指导意见》,河南省正式出台了《关于开展新型农村社会养老保险试点的实施意见》,第一批选中全省 10%的县(市、区)作为试点,并部署以后按照国家要求逐步扩大试点,争取到2020 年前基本实现对全省广大农村地区的全覆盖。这都为河南省制定切实可行的农村社会养老保险政策奠定了实践基础,能够进一步促进河南省农村社会养老保险事业的发展,加快河南省社会主义新农村建设的步伐。本文以河南省正在开展的新型农村社会养老保险试点实践为对象,对河南省农村社会养老保险进行深入研究,分析了河南省新型农村养老保险存在哪些风险并对存在的风险进行规避与机制整合。第一章导论部分主要阐述了选题的意义,并对国内外研究进行了综述。第二章分析了河南省新型农村社会养老保险试点的基本特征和试点运行情况。第三章分析了河南省新型农村养老保险存在的制度设计风险和制度运行风险。第四章分析了河南省新型农村养老保险基金所面临的一系列风险。第五章对河南省新型农村养老保险制度所存在的风险进行机制整合与风险规避。关键词:河南省,新型农村养老保险制度,风险规避 III ABSTRACT Among all the social security systems in rural areas, ruralocialendowmentinsurance system is the most basic and important, it is also an important of the social old-age security system.
