摘要
湖南省作为我国一个农业大省,目前,全省约有 50%的出口农产品受到国外
技术性贸易壁垒的影响,国外技术性贸易壁垒己经明显阻碍了我省农产品出口的
发展,最终影响了我省贯彻实施国家建设新农村的政策和方针。本文通过对湖南
省 2003、2004、2005 年的农产品出口的统计报表中的数量、国家和地区进行综合
比较分析得出湖南省出口最多的农产品是:“蔬菜、水果等或植物其他部分的制
品”,“活动物”,“咖啡、茶、马黛茶及调味香料”,“肉及食用杂碎”,“烟草、烟草
及烟草代用品的制品”,“其他动物产品”,“生毛皮;适于缫丝的蚕茧;生丝;废
丝”,“动、植物油、脂、蜡;精制食用油脂”,“谷物”,“食品工业的残渣及废料;
配制的饲料”等。本文选取其中具有代表意义的农产品:茶叶、蔬菜、谷物、肉类
和烟草,对这些主要农产品分别论述了它们在湖南省农产品出口中的地位,出口
的主要国家和地区,遭受的来自不同国家和地区的技术壁垒状况,以及省内此五
类产品在生产出口上存在的主要问题,归纳出湖南省农产品出口在有关技术壁垒
方面存在的普遍问题是:1、我省农业企业规模太小,缺少国际竞争力 2、农产品
质量卫生安全问题严重 3、农产品出口信息不灵 4、我省农产品缺乏品牌意识,缺
乏国际认证。然后针对这些问题提出:企业的应对策略是:加强湖南农业企业的
规模建设;加强国际认证工作,促进品牌建设;加强企业技术创新。政府的应对
策略是:建立完善农产品质量标准体系;建立技术壁垒预警机制,完善信息支持;
大力发展无公害农业。行业协会的应对策略是:加强政府对行业协会的支持和建
设;发展农村专业技术服务网络;发挥老科技工作者的作用。

Abstract
In Hunan province, as a major Chinese agricultural province, at present, about
50% of the province's exports of agricultural products is subject to foreign technical
barriers. Therefore, the province's agricultural export situation is quite grim. Foreign
technical barriers to trade has been significantly hindered the development of the
province's agricultural exports, and even to the ultimate impact of the construction of
new rural province of implementing national policies and objectives. Based on the
Hunan Province in 2003, 2004 and 2005 statements of the quantity of agricultural
exports, countries and regions of Hunan Province exports ,we can get the most
comprehensive types and quantities of agricultural products, the largest increase in
three years, and the largest decline in the variety of products and product lines; As
followed these, we know the countries and regions most affected by the export of its
agricultural products as well as their technical barriers in current situation. Then
