山东省新型农村社会养老保险试点效果地研究.pdf

摘要自2003年开始在中国实施的新型农村社会养老保险(以下简称新农保)试点是国务院办公厅按照党的十七大和十七届三中全会的精神,并结合之前几十年的广泛探索,总结经验教训之后开始试点实行的。总的来说,新农保参保地区的农民经济负担确实有所减轻,政府的财政补贴使得参保的农民真正地得到了实惠。新农保制度在一定程度上缓解了我国农民因老返贫,因老致贫的窘境。但是,在试点实践取得阶段性成果的同时,新农保制度本身存在的缺陷和不合理问题也渐渐地暴露了出来。这些缺陷和问题主要有:政策设计本身存在问题、设计实施缺乏长远性、财政支持力度小、农民参保率和参保意识仍然较低、农保经办机构管理效率低、养老基金的筹集管理运营存在困难、政府权力过于集中导致监督管理效率低下等。显然,这些缺陷和问题的存在与党的十七大报告所提出的“加快建立覆盖城乡居民的社会保障体系’’??“探索建立农村社会养老保险制度",并把“人人享有基本的保障服务"确立为我国全面建设小康社会的重要目标相悖离,甚至会对我国国民经济的健康发展和社会稳定产生不良影响。基于相关理论和国内外经验,本文提出了完善新农保及其运行机制的对策建议, 主要有:新农保的科学合理设计思路,建立稳定增长的长效筹资机制,建立完善养老基金的管理及运营机制,建立和完善长久有序的监管机制等。这些政策建议既有微观层面,也有宏观层面,这对于进一步完善和优化新农保建设,对试点地区适龄农民起到“抗衰老"作用将发挥良性效果。关键词。新型农村;社会养老保险制度;山东省 Abstract From2003,According tothespirit oftheparty congress 7mandthetKrdplenary session,General 0黼Ce ofthe StateCouncil began toImplement pilot ofnew oldage insurance system for rural residents bined withthedecades of widespread beforeexploration andafterSummarizes Experiences And all,the financial burden of thepeasant inthe area ofthenew oldageinsurancesystem forrural residents WaSreduced,financial subsidiesofthegovernment give theinsuredpeasants the new oldageinsurancesystem forruralresidentsrelieved some peasant goback theirvillage e poorer cause ,秭al practice has made some progress,at the same time,defects and unreasonable problems in the new oldageinsurance SVstemforruralresidentsGradually include:Policy design itselfhas aproblem;1rI地lack of along·term design implementation;Financial support small:insured rateandconsciousness ofthe peasant isstilllow;Farmers naization management efficiency islow; Endowment fundraisemoney management operation di币culties;The government power is too centralized lcad to lOW e伍ciency supervision and management and SO ,The report oftheSeventeenth Congress munist Party ofChina put forwardto‘‘Tospeed up theestablishment ofcoveting bothurbanand ruralresidentsof thesocialsecuritysystem”??“Explore buildsyste
