中国共产党反腐倡廉法制建设的分析研究.pdf

摘要反腐倡廉既是完善党建的重要方面,又是关乎社会主义现代化建设的重大政治问题。十六大以来,特别是十七大的召开,党中央明确反腐倡廉建设的基本要求,强调法制建设在推进和完善惩治和预防腐败体系中的重要作用。本文梳理了中国共产党反腐倡廉法制建设的历程及成就,指出新世纪反腐倡廉法制建设方面存在的问题并从经济、政治、文化以及法现代化的角度分析原因,参照《建立健全惩治和预防腐败体系2008—— 2012年工作规划》,试从完善党内民主和党内监督制度、完善规范国家工作人员从政行为的制度、完善违纪行为惩处制度、完善反腐败领导体制和工作机制的具体制度、加强反腐侣廉国家和地方立法工作、加强倡廉法制建设及加快反腐倡廉法制建设的国际接轨七个方面构建反腐侣廉法制建设体系,以期将反腐倡廉建设的理论和实践纳入法制的深层面,并推进依法治国方略的实施。关键词:腐败,反腐倡廉,法制建设 Research on legalSystem about bat and Clean Government munist YANG Ran(Politics) Directed by Rong-hua bating corruption and building acleangovemment is not only allimportant part in optimizing party building,but isalso a significant political issue concerns socialist modernization the 6thNPC,especially afterthe 7thNPC,our party hasmade clear basic requirements bating corruption and building a clean government.
