1、遵循为病人服务的原则，满足病人和社会的需要；2、具有中国特色，符合中国国情；3、继承《CCMD》以前版本的优点；4、注意与国际接轨；5、简明，便于操作。
二、分类
第一、《CCMD》的分类兼顾病因病理学分类和症状学分类。分类排列次序服从等级诊断和《ICD-10》分类原则。国内争议多、一时难定的分类，暂归第9类。
