摘要
火的发现使人类脱离了茹毛饮血的野蛮时代，而***的发明则大大增强人
类改造自然的能力，随着经济社会的发展，煤、电、石油、天然气等能源资源
更成为人类社会存在和发展所依赖的重要物质基础。经济发展是以能源资源的
开发利用为依托的，随着经济的发展和人口的不断增长，能源需求越来越大，
能源问题也越来越受到国际社会关注。在我国能源生产和消费结构中，一次能
源的煤炭均占有较大比重，可见煤炭资源对于我国经济发展和能源安全的重要
性。由于资源禀赋，山西煤炭产业是山西区域经济的支柱性产业，同时山西煤
炭生产在全国能源生产中有着重要作用。而伴随世界经济发展和全球经济一体
化进程的深化，山西煤炭产业获得前所未有的发展机会，但也面临巨大的挑战。
面对国际煤炭产业的激烈竞争，山西煤炭产业如何提高自身的国际竞争力以应
对更加开放的国际化市场成为山西作为煤炭工业基地战略发展的重要课题。
本文将产业经济学、竞争力经济学的相关理论与山西省煤炭产业发展实践
相结合，以影响山西煤炭产业国际竞争力的因素为研究内容，在对煤炭产业国
际竞争力概念做出界定的基础上，以“五因素论”为基础，从决定煤炭产业竞
争力的五大要素出发，即资源、技术、企业、产业组织结构、政府管理五方面，
通过相关数据和图表分析及与国外横向比较，对山西煤炭产业发展过程中存在
的主要问题进行了深入分析。认为，山西煤炭发展存在资源利用效率低、技术
创新及其应用不足、企业经营规模小、产业集中度低、政府管理不完善等问题，
在借鉴世界先进煤炭产业发展经验的基础上，立足山西发展实际，提出了提高
资源综合利用效率、提升产业技术水平、促进企业规模经营、提高产业集中度、
完善政府宏观调控和行业监控的对策建议以推动山西煤炭发展持续、快速、健
康的发展。

electricity, oil, and natural gas become an important material basis for human existence and social
development to rely on. Economic development relies on the development and utilization of energy
resources, with the economic development and population growth, increasing demand for energy,
energy problems are more and more attention by the international community. As primary energy,
the coal resources are a large proportion in China's energy production and consumption structure,
