在目前经济稳增长基调下，房地产业仍是国民经济支柱产业，将在推动经济增长与转型升级中继续发挥重要作用。从房地产行业对GDP贡献角度来看，房地产开发投资占GDP比重近15%，对国民经济直接贡献较大。从行业相关度来看，房地产行业变化深度影响建筑、建材、装修等上下游产业发展，间接对整体经济发展带来更大带动。

“十三五”规划建议指出，到2020年国内生产总值和城乡居民人均收入比2010年翻一番，在此目标下，房地产行业将继续发挥规模优势、联动优势，为未来五年经济发展提供重要动力。
对房地产行业来说，供给侧改革更多的是要引导市场积极形成有效供给，更好的消化现有库存。在这方面，不同类型的城市要根据地方特点，分城施策，更好的解决当前的市场供求矛盾。
针对一线城市来说，目前面临更多的是供不应求的压力，应该积极扩大土地供应规模，同时通过多种措施盘活现有存量，平抑房价上涨压力。其中培育和发展住房租赁市场是重要的渠道，有利于扩大租赁供给、拓宽租赁住房房源，解决短期供求总量不平衡、供应主体较为单一等问题。
针对大部分库存压力高企的三四线城市，应考虑进一步控制土地供应规模及节奏，推进未开发房地产用地转型利用，允许房企适当调整套型，从供应源头调整结构，以加快库存去化。此外，保障房货币化安置也应积极推进，加快存量房转为公租房和安置房，特别是棚改将转由货币化安置为主，在强调去库存作用的同时，进一步健全多层次住房供应体系。
此外，“十三五”规划纲要提出，未来我国将要促进房地产市场健康发展。优化住房供给结构，促进市场供需平衡，保持房地产市场平稳运行。在住房供求关系紧X地区适度增加用地规模。在商品房库存较大地区，稳
