对房地产行业来说，供给侧改革更多的是要引导市场积极形成有效供给，更好的消化现有库存。在这方面，不同类型的城市要根据地方特点，分城施策，更好的解决当前的市场供求矛盾。
针对一线城市来说，目前面临更多的是供不应求的压力，应该积极扩大土地供应规模，同时通过多种措施盘活现有存量，平抑房价上涨压力。其中培育和发展住房租赁市场是重要的渠道，有利于扩大租赁供给、拓宽租赁住房房源，解决短期供求总量不平衡、供应主体较为单一等问题。
针对大部分库存压力高企的三四线城市，应考虑进一步控制土地供应规模及节奏，推进未开发房地产用地转型利用，允许房企适当调整套型，从供应源头调整结构，以加快库存去化。此外，保障房货币化安置也应积极推进，加快存量房转为公租房和安置房，特别是棚改将转由货币化安置为主，在强调去库存作用的同时，进一步健全多层次住房供应体系。
