国家“十五”科技攻关课题急性脑血管病三级康复网络的研究表明，脑卒中的三级康复可以使患者获得更好的运动功能、日常生活活动能力(activities of daily living, ADL)、生活质量(quality of life, QOL)，减少并发症，是我国现阶段适合推广的脑卒中康复治疗体系[5,10]。“一级康复”是指患者早期在医院急诊室或神经内科的常规治疗及早期康复治疗；“二级康复”是指患者在康复病房或康复中心进行的康复治疗；“三级康复”是指在社区或家中的继续康复治疗。
卒中单元(stroke unit)是脑卒中住院患者的组织化医疗管理模式，采取多学科、多专业人员的团队工作方式，强调早期康复治疗。除脑卒中常规治疗外，能够为卒中患者提供肢体功能训练、语言训练、ADL训练、认知训练、心理治疗和健康教育等全面的管理和系统的康复。卒中单元模式包括急性期卒中单元(acute stroke unit)、综合卒中单元、卒中康复单元(rehabilitation stroke unit)等。系统评价已证实，卒中单元可明显降低脑卒中患者的病死率和致残率[11]。
脑卒中康复的根本目的是最大限度地减轻障碍和改善功能，预防并发症，提高ADL，最终使患者回归家庭，融入社会。规范的康复流程和治疗方案对降低急性脑血管病的致残率，提高患者的生活质量具有十分重要的意义。
