第十二条 残疾人补贴。农村残疾人按试点进展纳入新农保范围,享受新农保养老待遇。对持有《中华人民共和国残疾人证》的重度残疾人按其缴纳最低标准的保险费由省财政全额补贴;其他持有《中华人民共和国残疾人证》的中度或轻度残疾人参保缴费由市、县区财政给予适当补贴,补贴标准按其缴纳最低标准的保险费的50%给予补贴,所需资金市财政承担30%、县区财政承担70%。
第三章 个人账户管理
第十三条 县区农村社会养老保险经办机构（以下简称“农保经办机构”）为每个新农保参保人建立终身记录的养老保险个人账户，制作和发放统一的《新型农村社会养老保险参保缴费手册》，并建立养老保险计算机信息档案。参保人须持证缴费，农保经办机构应定期录入缴费及个人账户储存额。
第十四条 个人缴费、集体补助、各级政府对参保人的缴费补贴及其他经济组织、社会公益组织、个人对参保人缴费的资助，全部记入个人账户。
第十五条 个人账户储存额每年参考中国人民银行公布的人民币一年期同期存款利率计息。

第十六条 新农保参保人员个人账户须做实，以确保养老金按时足额发放。
第十七条 参保人员有权向农保经办机构查询养老保险个人账户情况，农保经办机构应及时提供查询服务。
第四章 养老金待遇
第十八条 养老金待遇由基础养老金和个人账户养老金组成，支付终身。
纳入国家试点的县区,中央确定的基础养老金标准为每人每月55元。市、县区政府对纳入国家试点县区并符合领取基础养老金条件的农村居民,增设两个档次加发基础养老金,其
