4、近期空间开展方向
以总体规划确定的远期城市空间布局结构为目标，“十二五〞期间重点实施“南进、西拓、旧区提升〞的空间开展策略。
5、近期建设重点
〔1〕、进一步完善城市空间布局结构，以路网建设为先导，拉开特大城市框架。逐步充实和完善城市新区，加快新城市中心地区建设；改善旧区环境，优化旧区功能。
