（二）大力开展技术创新，推动企业科技进步
1、科技项目建设成效显著。（数据截止2009年年底）“十一五”以来，全县共有2个项目列入国家科技计划；26个项目被列入省级科技计划，获得科技资金207万元；22个项目被列入市级科技计划； 11个项目获市科技进步奖励。科技项目建设有力的促进全区经济发展。
2、全面推进高新技术企业和科技企业发展。我县着力加强企业技术创新体系的培育。通过企业技术改造、引进技术成果、科技人员服务企业和产学院合作等形式，积极探索企业作为创新主体的途径和方法。目前在我县高新技术企业基本上都建有自己的技术研发机构，使企业真正成为了技术创新和技术投入的主体。2008年规模以上工业企业80家，，，%。技术研发经费的增加有效地促进了专利申请量的增加，2008年全县申请专利24项、授权专利24项，%%。有秦皇岛市喷灌机厂、纳川电子有限公司、昌黎兴民伟业建筑设备有限公司三家企业被省列为知识产权试点单位。
