    解读：个人信息被随意泄露或买卖，消费者的正常生活受到严重干扰。谁都知道是商家“出卖”了消费者的个人信息，但却没人管也没地方去投诉。修改后的《消法》首次将个人信息保护作为消费者权益确认下来，是消费者权益保护领域的一项重大突破。
    虽然《消法》将消费者个人信息保护确认下来，但这一规定目前仅停留在文件上，具体操作性不强。如果个人信息被泄露，消费者如何取证、维权？相关经营者将获怎样的处罚，有待进一步规定。
