摘要

随着经济全球化进程的加快,国际服务外包市场规模不断增大,众多国家已将大力
发展服务外包确定为提升自身全球竞争力的重要国策。面对全球服务外包快速增长和市
场竞争日趋激烈的态势,我国作为正在兴起的服务外包承接国,如何抓住机遇,及早谋
划,采取有效措施,积极迎接挑战,促进我国服务外包快速发展,是当前我们面临的一
个重要而紧迫的课题。
基于此,本文分析了国际服务外包的发展现状,即我国承接国际服务外包的国际经
济背景,并立足于我国现阶段的基本国情,将我国与印度等服务外包承接国就承接国际
服务外包的竞争力作了相关方面的比较,分析了我国承接国际服务外包的有利与不利条
件,提出了我国承接国际服务外包的思路,同时从政府和企业两个角度提出了提高我国
承接国际服务外包竞争力的对策建议。

Abstract

Along with the acceleration of economic globalization process, the scale of international
service outsourcing market has been countries have already taken
developing service outsourcing strongly as an important policy of improving their global
competition. Facing the trend of the rapid growth in global service outsourcing and the
intensing petition, as the country which is in the process of undertaking service
outsourcing, how to seize the opportunity, make plans in advance, take effective measures,
meet the challenge, promote the rapid development of our country’s service outsouring, has
been a significant and urgent task that we are facing now.

Based on this, the paper analyses the current development of international service outsourcing,
which is the international economic background of undertaking international service
outsourcing in China, and based on the current situation in China, compares the relevant
aspects of petitive abilities of undertaking international service outsourcing in the
countries such as India, analyses the advantages and disadvantages in undertaking
international service outsourcing and puts forward the ideas to undertake international service
outsourcing in China, meanwhile improves the countermeasures and suggestions in improving
petitiveness of undertaking international service outsourcing with the view of
government and enter
