摘要
随着我国市场经济改革与法治建设的不断深入, 我国律师行业得到快速发展, 面临着
前所未有的机遇与挑战。法律服务市场的竞争对律师事务所的经营管理提出了更高的要
求。然而, 部分中小型律师事务所仍采用粗放式的运营管理模式, 导致经营出现困难而无
奈选择被兼并或注销。
广东ST律师事务所成立于1990年, 为一所中型合伙制律师事务所。成立至今, 律师事
务所凭借优秀的律师团队, 为客户提供了优质的法律服务, 深受社会各界的一致好评。但
近年来ST律师事务所的发展速度开始变得缓慢, 在发展中存在与大多数中小型律师事务所
一样的问题,这成为ST律师事务所本次提出改革的动机。
本文以ST律师事务所为研究实体, 运用PEST分析法、波特五力模型、SWOT 分析法对其
所处的内外部环境进行详细分析; 在明确律师事务所的发展愿景与使命的前提下, 结合内
外部环境的实际动态为其制定了品牌战略、市场营销战略、差异化战略、人力资源战略,
并为上述战略制定相应的保障机制, 确保战略的实施。为各中小型律师事务所探索新的运
营管理模式、制定匹配的发展战略, 从而积极地应对市场变化, 在法律服务市场竞争中保
持竞争优势带来一些启发。

Abstract
With the continuous deepening of the reform of China's market economy and law
construction, the legal profession develops fast and is facing unprecedented
opportunities and challenges. Competition in the legal service market has put
forward higher requirements for the operation and management of law firms. However,
the operation and management mode of some middle-small law firms is still extensive,
which causes operational difficulties and merger or cancellation
