政府投资项目的信息化管理研究
摘要
政府投资项目信息化管理的根本目的是利用信息技术,使政府的决策建立在及时、准确、可靠的信息基础上,提高政府投资项目的运行效率,从而更好地为社会服务。本文基于文献进行了理论研究,从目前政府投资项目信息化管理的现状背景开始,论述了政府投资的原则和职能以及投资范围等,明确了政府投资项目管理系统的意义、重要性以及建设目标,分析了国内外当前项目投资信息化管理的现状和问题,提出了改进意见。我国已初步建立了政府投资项目信息管理体系,但是信息与政府投资决策、投资方向连接不紧密,部分政府网站中关于投资建设的信息不及时公布,管理繁琐,资金耗费巨大,实施困难。针对这种情况,我国政府应与市场紧密结合,将项目投资信息化管理体系建设市场化,国家建立健全有关法律及相关制度,以市场竞争促进管理体系技术不断提高,从而避免面子工程和政府贪污,不断发展,进一步把各地项目信息综合在一起,减少国家资源的浪费。

STUDY ON THE INFORMATION MANAGEMENT OF GOVERNMENT-INVESTING PROJECTS

ABSTRACT
Information management of government investment project goal is the use of information technology, improve the efficiency of government investment project, so that the Government's decision to establish on the basis of timely, accurate, and reliable information, in order to better serve munity service. This theory based on literature studies, judging from the current situation of government investment project management background begins, discusses principles and functions of government investment and investment scope, clear the significance and importance of the system of government investment project management and construction goals, analysis of the current situation and problems of information management of project investment at home and abroad, and made suggestions for improvement.
