摘要
县域经济的发展离不开有效的金融支持。在经济市场化、城乡一体化的大势下,我国原本“贫血”的县域经济又遭“大失血”,资金要素供需矛盾十分突出,农村金融体制制度、运行机制、监管模式与县域经济的发展极不适应,亟待探索农村金融与县域经济相生共长的机理、发展共赢的路径。本论依据金融抑制和金融深化的经济学原理,从农村金融的制度设计、运行机制和政策选择三个方面入手,通过反思农村金融发展历程和对县域经济发展的功能评价,借助于专家、学者大量的理论依据和实证数据,深入分析了农村金融发展中存在的突出问题,揭示了农村金融的体制弊端及政策缺陷,提出了目标定位体制突破、城乡一体、一化三条的改革路线图,改革并完善农村金融体制,建立多元化的农村金融体系,促进县域经济科学发展。

ABSTRACT
County's economic development is inseparable from effective financial support.
