Research on the Decision Index System of Overseas Oil and Gas Projects

Abstract: On the basis of existing international oil project decision-making index bining the special
character of decision-making of overseas oil and gas project with the long-term and short-term factors,a new index
system was constructed for the decision-making of overseas long-term factors of the new system focus
on to the consideration of the national oil security,the sustainable cooperation with the resources country and the
enterprises-term indicators include political risks,and the expected returns of con-
crete example is given here on the basis of the new system to show the methods and steps of multi-program deci-
sion-making by using the gray multi-level analysis(GAHP).
