摘要
城镇化是历史发展的客观进程,发展小城镇,是目前我国城镇化的必然
选择。小城镇规划是指导城镇发展和建设的纲领和蓝图。现如今,小城镇规
划问题已经成为学术界研究的焦点。然而,对于垦区等特殊类型的小城镇规
划则研究甚少。
黑龙江垦区经过 60 年的开发建设,已经建设成为全国最大的商品粮生产
基地,在昔日的北大荒涌现了 150 余座具有现代化气息的农垦小城镇,它们
从最初的农业生产管理和指挥中心逐渐发展成为当地的政治、经济、文化中
心。这些小城镇分布在广大的农村地域内,按照乡村工业化、城镇化这一社
会经济发展规律,也必然承担吸纳农业剩余劳动力、发展二、三产业、繁荣
区域经济的重任。然而,由于各方面的原因,垦区小城镇规划工作一直滞后
于小城镇建设的实践,不利于小城镇发展。
文章首先回顾了黑龙江垦区小城镇的发展历程,介绍了各阶段的发展特
点和取得的成就,然后通过现状概况的分析,揭示了垦区小城镇独特的形成
机制、发展规律和特点,提出了垦区小城镇现状存在的主要问题,在此基础
上从宏观上提出了垦区小城镇的发展战略,并着重从人口规模、用地规模、
特色的营造、生态环境和基础设施等方面提出了垦区小城镇适合自身特点的
规划对策,最后提出了保障垦区小城镇规划实施的措施。
本文总结和提出的规划对策对于垦区小城镇的规划建设有着实际的指导
作用,同时,本文的研究成果对于我国其它特殊类型的小城镇规划研究也具
有一定的参考价值。

Abstract
Urbanization is an inevitable stage for development of history, To develop
small towns is a natural choice of China's urbanization. Small towns planning is
the blueprint to guide its development and construction. At present, the issue of
small towns planning has e the focus of academic research. However, there
are very few of studies on peculiar types of small towns such as reclamation area
small towns.
After about 60 years development and construction, Heilongjiang
reclamation area has e China's modity grain production bases,
More than 150 reclamation area small towns with a flavor of modernization has
emerged in the old great northern wilderness, they has e the local political,
economic, cultural center from the initial agricultural production, management
mand center. These small towns distribute in the rural area, they must
bear some tasks such as absorbing surplus agricultural labor, developing
secondary and tertiary industries, prospering regional economic according to the
law of rural industrialization and urbanization, However, due to various reasons,
the planning of reclamation area small towns has been lagging behind its
construction, not conducive to the development of small towns.
