摘要
伴随着我有了较大的提高,加上
我国农业耕地面积不断减少、农民比较利益的下降和我不高等原
因,导致在我国农村中产生了大量的剩余劳动力。但由于受到现行制度和农民
人力资本投入不足等因素的制约,我国农村剩余劳动力转移面临的困难很大。
在短时期内我国农村剩余劳动力很难全部得到有效转移安置,农村剩余劳动力
转移难的现象将在我国长期存在。
本文首先对国内外有关农村剩余劳动力的理论做了较全面的概括和比较,
接着对我国农村剩余劳动力转移的现状、影响以及制约我国农村剩余劳动力转
移的因素作了详细的论述,对新生代农民工问题也做了细致说明,我国农村剩
余劳动力转移困难不仅是由我国的基本国情决定的,也涉及到户籍制度的不合
理、土地制度改革滞后、劳动力市场不健全和二元经济结构等多个方面。文中
详细探讨了我国农村剩余劳动力顺利转移的对策建议,当前应当通过加快制度
领域的改革和创新、加大对农民工的人力资本投入、拓宽劳动力就业渠道以及
努力为农民工创造良好的就业环境等措施加以解决。
农村剩余劳动力转移是中国实现工业化和现代化的必然趋势,更是关乎中
国经济社会稳定和可持续发展的重大问题。处理好农村剩余劳动力转移问题不
仅有利于农民增收和社会主义新农村建设,还有利于消除我国的二元经济结构,
加快和谐社会建设。在错综复杂的现实问题面前,需要我们与时俱进、加大创
新,以求更合理地解决我国农村剩余劳动力转移问题。

Along with China's rapid economic development, China's agricultural productivity has
been enhanced, with China's agricultural arable land, rural decline parative
