摘要
随着全球气候变暖严重影响人类的生存和发展,传统的经济增长模式受到很大冲
击,人类越来越认识到人与地球可持续发展的重要性。因此,低碳经济以低能耗、低污
染和低排放为主要特征的新型发展模式在各国逐渐被采纳,有学者将低碳经济称之为
“第四次工业革命”,足见低碳经济强大的发展趋势和未来前景。碳金融体系推动了低
碳经济的顺利发展,为全球经济发展注入了新的活力。中国是以传统工业模式发展的国
家,二氧化碳排放量居世界第一位,我国已成为名副其实的超级污染大国。因此,我国
必须尽快完善碳金融体系,发展低碳经济。
本文共分 5 章。第 1 章阐述了研究背景、意义、内容和方法,介绍了国内外碳金融
体系的研究现状,目前碳金融是个很热门的话题,整个社会高度关注。第 2 章对碳金融
体系的概念进行完整界定,分析了碳金融体系的理论基础。第 3 章,发达国家碳金融体
系起步较早,各国按照国际规则,制定了符合各国低碳经济发展的碳金融体系,以碳金
融制度为最高层,通过相关法律法规,服务中间层的碳金融市场,推动基础层碳金融组
织服务制度的发展。其中有很多成功经验和案例,例如欧盟的碳金融体系和美国的碳金
融体系等。第 4 章根据我国经济的发展状况,以及现有的碳金融体系下,分别从碳金融
制度、碳金融市场体系和碳金融组织服务体系三方面介绍了我国碳金融体系现状,并分
别分析其中存在的问题。由于我国仍是以传统经济模式发展的国家,碳金融体系的发展
存在很多制约因素。第5 章通过分析我国碳金融体系存在问题及借鉴发达国家碳金融体
系的成功经验,从中得出启示,分别从碳金融制度、碳金融市场体系和碳金融组织服务
体系三方面提出对策,以完善我国碳金融体系,服务我国低碳经济发展。

Abstract
The traditional economic model is being great impact with the Global warming.
Increasingly, human realize the importance of sustainable development on the Earth. So,
low-carbon economy model, with low consumption, low pollution and low emissions as the
main feature, is accepted by many countries. We can foresee the trends and future prospects
of low-carbon economy. Carbon finance system promotes the development of low-carbon
economy. China is a developing country of traditional economic model. Carbon dioxide
emissions are the first of the world. China has e a veritable super-polluter. So, China
must improve the carbon finance system, develop low-carbon economy.
This paper is divided into 5 chapters. Chapter 1 describes the background, meaning,
content and methods, and introduces the status of the domestic and abroad. Now, carbon
finance is a very hot topic. Chapter 2 defines the concept of carbon finance system, and
analyzes the theoretical basis. Chapter 3: According to the international institution, developed
countries have established their carbon finance system
