摘要
住房公积金是由国家运用法律手段、经济手段及行政手段进行强制储蓄,
定向用于居民住宅建设和住宅融资的专项资金。我国的住房公积金制度源于新
加坡,建制以来,它在加快我国城镇住房制度改革步伐、完善住房供应体系以
及改善居民住房条件等方面发挥了重要的作用。
伴随着社会主义市场经济体制的深化,全国各地区乃至各单位以及个人之
间的经济状况出现了明显的差距,住房公积金制度在执行过程中存在的公平缺
失现象日渐显现,主要表现在:、住房公积金发展规模呈现“区域性”不平衡
的特点,而全国各住房公积金管理中心相互独立,按照各自地域、行业系统进
行封闭的资金筹集和运用。、我国现行的住房公积金缴费率,其设计忽视了我理现象,又完全投影于住房分配中的利益倾斜等方面。
本文从实证研究的角度出发,在国内外学者相关研究成果的基础上,运用
定量分析与定性分析相结合的方法,构建了研究我国住房公积金运行机制的相
关指标体系,并运用主成份分析法,以行政区域为单位,通过对全、社会保障发展水平、房地产业发展水平及居民收入消
费水平进行综合分析、比较、归类,为我国住房公积金制度运行存在的“区域
性”特征提供了科学依据并以此为基础,探讨了建立区域性住房金融支持机构
以及实行住房公积金弹性缴费率的可行性,以寻求住房公积金制度发挥其最大
潜力的运行模式。文章最后从住房公积金制度运行的宏观层面和微观层面出发,
就如何保障广大中低收入群体住房利益的问题展开进一步探讨。

Abstract

The Housing accumulation fund system in our country draw lessons
from the essful experience of Singapore central Accumulation fund
system, now it has positive effect in the aspects of developing housing
construction funds source and raise the ability of residents buying the
house. But with the deep turn of socialism market economy, the district
of economy margin gradually extension, the housing Accumulation fund
system also perform obvious local area characters. But in reality, the
essence regulation was neglected, the housing accumulation fund system
cause unfair phenomenon gradually.
The article use norm analysis and substantial evidence research, set
out from the basic theories of the housing accumulation fund, aim at
current problem in the housing accumulation fund, and at draw the
conclusion: put forward establish the local area housing finance support
organization and practice flexibility pay rate.
