摘要
本研究属于对策研究类型。研究中利用已有的文献资料,综合运用社会学、经
济学、社会保障学和公共政策学等理论分析工具,分析和归纳浙江省农村居民最低
生活保障制度的运行现状,并对其做出尝试性评估,由此提出完善我国农村居民最
低生活保障制度的建议。
第一部分,阐明研究问题的背景;回顾相关研究状况;对相关概念进行界定;
并阐明本研究的思路、内容、方法、目的和意义。
第二部分,纵向考察浙江省农村居民最低生活保障制度建立和发展的过程。从
经济发展水平和人口生活水平两方面阐述建制的基础;分析制度变迁的四个阶段;
并概括目前制度实施的现状。
第三部分,以 Neil Gilbert 的社会政策分析框架为基础,从分配基础、分配内容、
目标定位、给付送达、资金筹集和管理实施六个方面剖析浙江省农村居民最低生活
保障制度的结构。
第四部分,从价值取向和建制理念、制度的适应性、制度的有效性和制度的可
持续性四个维度,对浙江省农村居民最低生活保障制度进行评估性分析。
第五部分,在归纳研究结论的基础上,从完善组织系统、丰富保障形式、制定
更为科学的保障标准和健全退出机制四个方面讨论我国农村居民最低生活保障制度
的创新与完善。

Abstract
This study is countermeasure research. Collecting materials through literary
researches prehensively using tools of theories analysis of sociology, economics,
social security and public policy, this study analyzes and summarizes how the rural
residents’ minimum living security system in Zhejiang Province is going, then tries to
evaluate on it and gives advice about the rural residents’ minimum living security system
in the whole country.
The first part includes the study background, the literature review and the
delimitation of relevant concepts. In addition, the scheme, content, research method,
objective and significance of this study are also mentioned.
The second part vertically investigates the course of establishment and development
of the rural residents’ minimum living security system in Zhejiang Province. This part
expounds the foundation of establishing system from the level of economic development
and people’s living, analyzes four phases of system changing and summarizes the present
situation of the system.
Based on Neil Gilbert’s the framework of policy analysis, the third part analyzes the
structure of the rural residents’ minimum living security system in Zhejiang Province from
