我国政府与大学关系重塑路径探析
摘要
政府与大学关系的问题是一个世界性历史问题,自从大学产生以来就一直困
扰着政府与大学双方主体。如何处理好两者间的关系成为全世界相关专家和学者
们探讨最激烈的热点问题之一。政府在管理大学时,既要引导大学朝着正确的方
向发展,又要给予大学较大的自我发展空间,使其实现真正的“学术自由”和“大
学自治”,把握好恰当的控制维度对政府而言是一个棘手问题。随着社会主义市
场经济体制的建立和我国高等教育管理体制改革的不断深入,理顺政府与大学的
关系,并探索出二者关系发展的内在规律和趋势是十分迫切而重要的。同时,这
对我国大学的繁荣发展、对政府转变职能也具有重要意义。为了理顺政府与大学
的关系,找出我国政府与大学关系的重塑路径,本文采用循序渐进的方式进行逐
步探索。用治理理论、委托代理理论和政府角色论三个理论分析工具,从我国政
府与大学关系历史演变入手,总结出两者关系的变化规律,然后从二者的行政管
理关系、经济关系、法律关系和社会公共管理关系四个维度对其现状进行分析并
找出问题,最后结合西方发达国家成功经验和我国国情探索出适合我国政府与大
学关系发展的重塑路径。

Analyzing remodeling paths of the relationship
between our government and universities
Abstract
The relationship between the government and universities , which is a global
historical issue, has been plagued both of the main bodies ---- the government and
universities since the appearance of universities. How to handle the relationship
between them es worldwide relevant experts and scholars to explore one of the
most intense hot spots. When the government manages the universities, it should not
only guide the universities to develop along the right direction, but also give the
universities greater self-development space to achieve real "Academic Freedom" and
"University autonomy", to hold appropriate control dimension is a difficult problem in
terms of the Government. With the establishment of economic system of socialist
market and the reform of management system of our nation’s higher education
continued to deepen, to straighten out the relationship between the government and
universities, and to explore inner patterns and trends of the development of the
relation between them are very urgent and important. At the same time, it is also
important for prosperous development of our nation’s universities and for the change
