In UK, the secretary of State for Energy is empowered(授权), on behalf of the Government, to panies to apply for exploration and production licences on the United Kingdom Continental Shelf.
Exploration licences may be awarded at any time.(mainly allow to acquire seismic data, not to drill any deeper than 350 meters.)
