欠发达地区流动人口城市融入问题地研究——以云南为例.pdf

摘要 I 摘要 伴随着农村剩余劳动力进城实现非农就业, 流动人口的城市融入的问题逐渐成为学者及政府关注的一个重要问题。国内已有研究表明,流动人口的流入为流入地带来30%以上的经济贡献率。然而, 研究指出,随着计划生育政策的实行, 人口再生产类型已开始进入低生育阶段, 预计至2015年我国农村地区不再有净增劳动力可供大规模转移,以期通过劳动力的持续转移,增加城市中劳动力供给量来实现城市经济的持续发展潜力有限(蔡昉,2011) 。因此,以流动人口的城市融入为依托,将是我国,特别是欠发达地区未来社会经济持续发展的重要引擎。为此,本文将欠发达地区流动人口城市融入问题纳入研究,结合2012年云南省流动人口1%抽样调查所得数据。首先,考察流动人口城市融入的基本特征,并从经济生活、心理意愿、社会文化及公共权益四个维度建构一个欠发达地区流动人口城市融入水平评价体系,通过对融入水平的测量后得到以下结论:%; 流动人口在四个维度上融入水平表现不同,其中心理意愿融入最高;在城市融入的四个维度上,不同年龄层的流动人口表现出明显差异,特别是在语言、发展意识及信息获取等行为方式上,新生代流动人口的现代性高于老一代。其次,国内研究普遍缺乏对流动人口城市融入不同维度间关系的关注, 故本文使用结构方程模型探讨了城市融入及各维度间影响的路径模式,得出以下结论:欠发达地区流动人口的城市融入不是简单、线性的过程;经济生活、社会文化、公共权益和心理意愿四个维度的融入对个体城市融入程度都有显著影响,其中心理意愿影响最大;经济生活、社会文化和公共权益, 还通过心理意愿对城市融入产生间接影响。 通过定量分析我们应认识到,要想促进流动人口的城市融入,需要关注对城市融入的影响因素的研究,从而采取更具针对性的政策、制度和措施以保证流动人口城市融入过程的顺利进行。与此同时,本文认为流动人口的问题,是短期性与长期性同时存在的问题,城市融入更是一个长期复杂的过程,难以在短期内迅速实现,为此本文分别从短期、中期及长期三个阶段,分别为解决流动人口的城市融入问题提出了相应的政策建议。摘要 II 关键词: 流动人口;城市融入;云南省;欠发达地 Abstract III Abstract With the realization of surplus rura l labor migrant farm employment, the city integration problem of mobile population b ecome an important concern for scholars and the domestic research es show that the inflow of mobile population bring more than 30% economic contribution rate.
